Murder Incorperated

This blog will be about 6 deaths, all either murder or suspicious and one shooting. 3shot by cops, 1 shot during a home burglary, 2 died in a suspicious fire and one alleged suicide.

I'll begin with the alleged suicide because that is the oldest case and I have the least information on this one. Now if you read my other blogs or watched the videos you know that Dan Wineski was a cop in Whitehall Wisconsin who spent 24 not so much being a police officer but being a sexual predator while on duty as a police officer. It is true that Wineski's favorite victims were young blonde's. He seemed to target 14 to 16 year old girls the most. But Wineski also had a reputation for stalking victims at the Whitehall hospital. Perhaps it was the nurses uniforms? But most likely it was the fact that there were women there late at night without witnesses to what he was doing.

Back in the early 1980's one nurse from Whitehall. Decided to drive 40 miles to Eau Claire, park on the interstate and shoot herself in the head. While this may be true it goes against the all the patterns of female suicide. They usually do it at home, almost never violently and they don't destroy parts of their face or head. Going back to when I first heard of this I always thought that she was silenced because of something she knew or tried to report. Take this as you will, it's hearsay and part my speculation, but the fact remains that a Whitehall Nurse died of a gunshot to the head in Eau Claire. I don't believe this "official story" for 2 reasons, it don't add up and it was too quiet of a story. I heard it around town from several people, but there was a lot,, too many people that never heard of a dead nurse and in a small town, that's not right.

The next one to discuss is far better documented, and I read the police report and autopsy. Darrel Robinson worked for the carnival, and that carnival came to Trempealeau County to the small city of Arcadia where Robinson was killed by one shotgun blast to the chest by deputy Stephen Jelen. (The same Jelen that shot 7 dairy cows because he thought they were too close to the road)

May 25, 1994 Darrel Robinson was working his job at the festival and being a black man in the almost all white community he drew attention. A group of young girls passed him and made some racial slurs. Robinson was tired of the harassment and some angry words passed. Following that he acquired a stop sign post and broke a few car windows before entering a store. The cops had been called and Jelen was one of them that showed up. Jelen claims Robinson was charging him with the post and he had to fire his 12 gauge shotgun in self defense. I read the police report. The cops went back 20 years to try and find some dirt on Robinson. What they found was a nice guy that hated hard drugs, drank very little, believed in God and did his job. What I don't understand from the autopsy is that if he was charging? Why did the buckshot enter his body through his right arm and pass through that into his chest. He was sideways to Jelen holding a stop sign post, a metal pipe several feet long. Rather or not he was right of left handed is not specified. But either way I have a hard time picturing this in my head. He was charging sideways or turned at the last second. He hadn't hurt anyone and with his size 72" +210 lbs I think he could have.

The shooting of Steve Burch is actually what I see as a 2 part story ending with the deaths of Chad Corcoran and John Weiczorek. Burch was stopped at a road block in Independence WI after somewhat of a chase, a low speed chase. Burch's airbag deployed when he tried to drive around the road block. He took a very small knife and was cutting the airbag when Trempealeau County John Wweiczorek walked up to the car and shot him through the closed drivers side window. Burch lived, but what happened after is even more interesting. (I do have the date of the Burch shooting but it's not important for this blog)

In 2001 I began my crusade to put away the serial rapist cop Dan Wineski. In giving information to state and federal authorities I of course included everything, including the Burch shooting. About a year later Weiczorek turned up dead at a house party.

The sheriff's department would not give me the police reports on this one so what I have is hearsay and from the newspaper. The news coverage was minimal at best and the investigation was kept quiet and quite short.

On the weekend of June 8, 2002 several cops were having a party at a house in Ettrick Wisconsin. After that there are 2 versions of the story. One that they all went to the bar and Weiczorek returned to the house and went to the basement to sleep. Chad Corcoran also went to the basement to sleep at some point in time. Around 5:00 AM the 3 people upstairs didn't know anyone else was in the house, noticed it was on fire and escaped without injury. The other version is the same except they didn't go to the bar. Faulty wiring was blamed, I heard it started in a sauna in the basement but never saw that in print. I also heard that there was more then 5 people in that house.

What I do know is that Corcoran's father had been a cop in Trempealeau County and that he was reputed to be as corrupt as the the others. (Read my prior blogs on Trempealeau County) But his son was nothing like his dad. I also know that Weiczorek had a reputation as a very good cop. It's too strange that what may be the only 2 honest people with knowledge of the doings of that courthouse die in a suspicious fire a year after one of them is reported for an illegal shooting.

I did find a witness to the Burch shooting who described to me that Weiczorek walked up to the car with a nightstick in his left hand and a pistol in his right and shot Burch through the closed window. I think he got nervous and gripped the gun too tight squeezing the trigger by accident and thus shot Burch. He wasn't aiming the gun, he was holding it waist level. This witness did approach the officers but was told no statement was needed and to leave the area. There are other discrepancies between the police and witness statement in the Burch shooting as well. I believe that Burch was shot by accident and the other two killed by cops that had secrets to keep. (On that note I should add that about this same time 2 Trempealeau County deputies quit their job after 12 and 18 years with the department, both also had decent reputations as good cops. This was just over a year into the Wineski sexual assaults investigation.

In July 2003 Michael Crispin was shot and killed by Trempealeau County sheriff's deputy david "Scotty" Gibbons. The following link is transcripts of the shooting taken from a squad car camera. If you read that the cops took the time to position themselves to shoot him without putting them selves in a crossfire. 4 shots were fired from a .40 caliber pistol. 3 hit one in the abdomen one in the torso and one to the head. It don't say in which order the shots were fired, but at 6 feet anyone should have put him down.

What was not covered by the media is that after Crispin was killed the Trempealeau County sheriff's department broke their contract with the local funeral home and used a retired deputy named Dan Schreiner to transport the body to Madison WI for the autopsy. Now why would they do that. It also needs to be noted that Schreiner was involved in the cover up of the 1999 burglary of my house outside Whitehall and several other acts of misconduct. The DCI did investigate his transportation of Crispin's body but those records were not released to me.

The way I see it. They used Schreiner to move that body because they had something to hide.

Dan Wineski while a Whitehall police officer while only prosecuted for the 1996 sexual assault of one 14 year old girl faced allegations of hundreds more. In some of these he used his gun. Wisconsin Division of Criminal Investigation (DCI) records released are few but one baby sitter for the Wineski's stated that he had grabbed the gun when she woke him up and then held it on her as he forced her to perform oral sex. Another stated that when she tried to report the incident Wineski had forced her to hold his gun to her head as he told her he would kill her if she ever told anyone. Not in the records is a statement that Wineski had put his police pistol in the crotch of a 14 year old and told her that she would not die quick if he pulled the trigger but if she talked he would come back and find out how long it would take.

There is also a story I grew up hearing from the 70's about a then detective that was called to a bar because of a suspicious briefcase in the parking lot full of bags of white powder and no reports were filed and the farmer that found the briefcase fell down a flight of stairs at his home and broke his neck. But that story is roughly 30 years old and first hand info is hard to find. However I have been hearing that same story without deviation for about 30 years, so I mentioned it here

Dan Wineski cop masturbating in public

I want to set the record straight on this.

A little more information on Dan Wineski that is a public record but wasn't covered by mainstream media. The first thing that comes to mind is his masturbating in the Whitehall Kwik Trip. That was not an incident but two separate incidents. I had heard about the one where he had been on surveillance in the store and was caught masturbating in a closet that occurred in 1996. The other was in 1988 and he had cornered a store clerk in the candy aisle exposed himself and began to masturbate in front of her. These 2 separate cases caused confusion while I was giving information to the FBI and DCI. In 2003 I had talked to then sheriff Niederkorn about this at his house after he invited me to "peace negotiations" I had a recorder hidden in my shirt because I knew he would later deny the meeting ever took place as well as everything he said there.

So anyway, the story I had heard was that the store had some cash missing and the police were called to investigate as they thought one of the employees were stealing from the cash register. Kwik Trips (most of them) have small closets with 2 way mirrors so someone can hide and observe the store. These are in small closed rooms so even employees don't know when someone is watching. Wineski was in one of these closets standing on a box (he's only just over 5 feet tall) to see through the mirrored window with his pants around his ankles and his penis in his hand watching girls when another cop taking over his shift walked in on him. In most places, that would have been the end of Wineski's career. But this wasn't the first time or the most public masturbation Wineski had done.

But I asked Niederkorn about this with the recorder rolling and Joe Taylor sitting at Niederkorn's kitchen table between us, and Niederkorn not only admitted to knowing this story but to telling it to the Przybilla family during the investigation of the murder of Aloyzie Przybilla. I learned of this from the Przybilla family. Niederkorn had went to meet with Aloyzie's sons to discuss the murder investigation. Before he started to tell them about the case he sat at the kitchen table and told them about Wineski masturbating in Kwik Trip!!

As information came to me during my investigation I got pieces of both stories and tried to relay these to the FBI and DCI but the stories weren't matching up until I realized that there were 2 separate incidents.

The other incident happened in 1988, (the same year they threatened to plant cocaine in my car for trying to stop the Wineski assaults.)Wineski liked a girl working at the Kwik trip. So he just cornered her in the candy aisle and exposed himself and began to masturbate in front of her while he was on duty and in uniform. If this was not bad enough the girl was dating a cop and told him and other cops about what Wineski had done. Trempealeau County deputy Paul Loesel not only knew about his but waited until the day of Wineski's sentencing to come forward and tell the DCI that he knew and the name of the girl. Had Loesel or any of the other cops taken some action in 1988 hundreds of sexual assaults would have been prevented. Loesel still works for the Trempealeau County sheriff's department!!

There was a third public masturbation incident. After sexually assaulting a 14 year old Wineski was in her yard watching her and another 14 year old through a window. He was standing in her yard masturbating as he watched the 2 girls. That's all I can say about this one without compromising the girls privacy but you should be getting the picture. Wineski had no fear of getting caught. And why should he? If the police chief Larry Estenson would even hear the complaint his response would be "That's Dan" if the complainant was lucky, if not Estenson may have arrested them on fake charges to teach them a lesson about filing complaints.

These are public records and I do not understand why the media did not cover this story better. The FOX video I have posted in my blog was the only mention of any of WIneski's public masturbation's. There may have been more then these 3, the DCI only released 472 pages of it's investigation. I believe that they are withholding at least another 800 pages.

More on Trempealeau County

If you read my first blog and watched the videos then you can see how big the problems in Trempealeau County are, not were, ARE. There's still lot there that is just not right and it will take a long time to tell the story. It wasn't just the Wineski assaults or the slap in the face of the 5 years he served in prison for what may easily be 300 to 400 sexual assault victims.
There are other legal atrocities committed in that county and complaints to the state and federal authorities were ignored. These came to my attention while I was working to stop Wineski.
While there were hundreds of cases of police misconduct in Trempealeau County, some came to my attention with enough detail that I can include them here. Once I've told you about a few of the other things going on in Trempealeau County I will get back to the Dan Wineski story. But these deserve a mention because similar cases in the United States, while lesser in degree and nature have caused national outrage and investigations these have passed relatively quietly due to a wall of silence created by the courthouse. (In these blogs when I use the term courthouse I an referring to the Trempealeau County courthouse and all the departments within it. They function as a unit, as one. Each covering the tracks of the other in the good ole boy network that is the "courthouse"
Steve Peplinski owned a bowling alley Galesville Wisconsin. After receiving a ticket for having an underage person in his establishment, (which he did but legally as an employee) Peplinski began preparing his defense to fight the ticket. He went to city hall and asked for a few things, public records, who was on the law enforcement committee? A copy of a police report, and worst of all he asked questions about the city budget!! In response he was denied his requests and the city not only started a harassment campaign against Peplinski. This led to further requests, and further harassment. The city of Galesville actually passed a city resolution/law making it illegal for Peplinski to attend public meetings, ask for public records and set foot on public property. Years later this was overturned as unconstitutional. The Peplinski is still ongoing and years long but this part is well known to me and heavily documented so I can safely post it here. In case you are wondering? Of course Peplinski went to the county and the state with complaints about the city of Galesville, and that is another reason his story is important here.
Peplinski's complaints to the county went to then Sheriff Randall "Randy" Niederkorn. (The same Niederkorn that handled my complaints in my case and told me that he would not do anything about the Wineski assaults and that I would have to take care of that myself.) Niederkorn did his usual job of ignoring the complaints and Peplinski's public record requests. That brought Peplinski to to filing complaints with the state of Wisconsin. Those complaints went to the desk of David Collins then Administrator of the DCI (Division of Criminal Investigation)who disposed of Peplinski's complaints. What most people don't know is that Collins got his start in law enforcement in the Trempealeau County sheriff's department and served with many of the cops still working in the county. Collins is also the brother of Terry Collins the Mayor of Galesville. This good ole boy network had protection at the state level. That is part of how Dan Wineski got away with hundreds of sexual assaults over a 24 year period.
The Przybilla family met the same problems after the murder of Aloyzie Przybilla on April 2 or 3, 1997. The Trempealeau County sheriff's department ignored the victims family in the house saying I think that looks like blood and that's a shell casing. Aloyzie's body was moved 3 times before anyone noticed the bullet hole in his chest. Then investigator Randy Niederkorn told Allen Przybilla to leave that part out of his statement. The Przybilla family then took their complaints of police misconduct to the state. Again these complaints were given to David Collins. In the end no one was ever convicted of the murder and it remains an open case today. The prosecutor assistant attorney general Don Latorrica could only get burglary convictions. It is worthy to note that Latorrica is the same prosecutor that handled the Wineski case and while he did get a conviction there Wineski was originally looking at 33 years and Latorrica made a plea bargain with Wineski bringing that down to 7 years of which he only served 5 despite the fact that at least 8 other victims were willing to testify and hundreds of victims and witnesses were interviewed by the DCI. I fully believe that if the Wineski case had actually went to trial there would have been evidence of the state's part in the cover up of the Wineski assaults and the attorney generals office simply could not have that happen.
Aloyzie was murdered during a home robbery but no large amounts of money were found, nor any evidence the perpetrators of the burglary had gotten any. However many people of Aloyzie's age who lived through the great depression of the 1930's did not keep money in banks. If he did have a quantity of cash in his house and the robbers/killers did not get it and the Przybilla family did not get it,,, there are only 2 options left. Either it was never found or the cops got it. As I may write of this again it is also noteworthy here that Allen Przybilla made a public record request for a copy the 911 he made when he learned of his fathers death. That request went to Niederkorn who took 6 years to produce a copy of the tape. Allen swears it is a forgery. I have listened to it and believe it is the product of 2 separate 911 calls pieced together. The first words spoken are asking when are you going to get here. The 1st call was not responded to so a 2nd was made. The conversation on that tape is out of order. It's obvious that there is something on the original that the cops want to keep secret. Trempealeau county cops do have a reputation for stealing from the dead.
I only briefly touched on these 2 cases, there is a lot more detail in each of them that shows how the victims stood their ground while the courthouse violated laws, ethics and morals codes to keep their crimes and conduct secret.
Moving along,, other complaints going to the Trempealeau County sheriff's department would have either been handled then Chief Deputy Dan Schreiner or Michael Wineski. Schreiner was best of friends with Collins who traveled to Whitehall for Schreiner retirement party (that happened after the Wineski arrest and people began to see the truth) and Michael Wineski was also investigated for the sexual assault of children while on duty and was forced to retire after another police officer filed a complaint of sexual assault against Wineski. He was also Dan Wineski's brother.
Now you may be starting to see the real problem. But I am going to give you some more so you can grasp the deapth of the problem. During Dan Wineski's 24 year career as a sexual predator hiding behind a badge and with a courthouse to protect him his boss was Whitehall Police Chief Larry Estenson. That position was appointed by the city council NOT elected. Had there been an election Larry Estenson would have been outed decades ago. When questioned by the DCI Estenson did admit to hearing what he called "rumors" about Dan Wineski going back to the early 1980's (when a crying teenager comes to the chief of police and says she wants to file a complaint about the cop that raped her the night before. IT'S NOT A FUCKING RUMOR!!!!) That is not even the point of this story Larry Estenson's son Dave Estenson also got a job in law enforcement and just starting out was only working part time in the small town of Strum Wisconsin (in Trempealeau County)a bar in that town had a very pretty bartender so Dave decided he could use threats of tickets and charges, even threatening to have the bar's liquor license revoked if she did not have sex with him. She wa smarter then that told him no. But the point is that he did this in the narrow window of time between Dan Wineski's plea hearing and sentencing. the arrest of Dan Wineski had no effect on the other cops committing sexual assaults in Trempealeau County. I gave this girls name and complaint to the DCI, she later gave the complaint herself. The DCI did nothing.
The way to fix this problem is to clean out the courthouse and the DCI as well as the attorney general's office and get new people in there that will do their job and not cover up for some lowlife just because he went to school for a year and got a job with a badge and a gun.
A couple other miscellaneous notes that came up in my Wineski investigation that I want my readers to be aware of all happened in Trempealeau County. Near the town of Elk Creek a farmers cows got through the fence. Then deputy Steve Jelen decided that they were too close to the road and proceeded to shoot 7 of them.
Another.,, While golfing at the course in Arcadia Randy Niederkorn, Michael Wineski and another un-named cop decided it would be fun to try and hit the neighboring farmer's barn and cattle with golf balls. When the farmer saw what was going on and walked across his field to confront the 3 drunks they decided the best course of action would be attack and beat him. These 2 did not make the news, but were kept out of the local media. Both happened in the 1990's.
With this blog I have brought you a little insight on Trempealeau County. I will add more of this in the future, but for now I'll take a short break and in my next blog I will add more on the Dan Wineski case.

Police officer Dan Wineski serial rapist

I got started in this back in 1988 when a friend asked me for help because a cop had sexually assaulted his girlfriend a couple years prior while I was away in the Marine Corps. Let's call him Steve. Steve told me and of course I told him to go to the police chief. He said that he did and and had gotten in a lot of trouble on false charges because he did and the sheriff's departmet was part of it. I believed that because when my brother was killed in a car accident in 1978 the sheriff's department had returned his wallet to us empty. He died less then an hour after cashing his paychech and had all his cash on him. About $250. So I knew the cops were crooked in the county I just didn't know how bad, but I was about to learn.
If you are wondering where this happened at? Whitehall Wisconsin, Trempealeau County. Dan Wineski was the cop. He was eventually arrested for sexual assault of a 14 year old girl. That assault took place in his squad car in 1996. Wineski was not arrested until 2004 and only served 5 years of a 7 year sentence. State records from the investigation show victims statements that he raped his first 14 year old in 1979.
As you can see this cop had a 25 year career as a sexual predator. I obviously can't tell the whole story in one blog. But I have to start somewhere. If you have doubts about what I am saying I suggest you search his name on youtube and watch the long version (and the other 2).
Going back to 1988, when I learned of my Steve's troubles I agreed to help. Going to the media was the next logical step. We decided that it would be best if we could find a few girls that would talk. easy to find the victims in a small town of 1500, but finding one that would talk was another story. The cops had a reputation for revenge and used charges against victims and their family as a weapon to ensure silence, just like they had done to Steve. Within week of my asking questions I was approached by an employee of the Trempealeau County sheriff's departmet who told me if I didn't quit I would "Wake up with coke (cocaine) in my car and cops in my driveway."
I wasn't going to quit then but Steve told me I had better because they meant it. It was then that I knew how serious this was and something had to be done. In that short time I found out Wineski had sexually assaulted dozens of girls, gotten one pregnant, been locked in the backseat of his squad car when one got away and closed the door (he had to kick out the window) this after his arrest became known as the "Wade Road Incident" and more disturbingly this all seemed to be common knowledge among the residents of Whitehall.
